You can store your Resources in Folders to keep certain ones grouped together and make the Resource Documents easier to search and find.
You can create the Resource folders only in the Web Portal (you can also only add the Resources in the Web Portal as well), however, you can access the Resources and Documents folders within the App provided you have the correct user permissions to do so.
Folders can also contain sub folders which can be created when adding a new Resource document to your account.
You can view the Folders by going to Resources > Folders.
