Yes, in the Web Portal you can set Resources to only be available to select group(s) of Users. This is set within the individual Resource Document Settings by selecting the permissions for the different User Groups.
To set this in a New Resource, go to Resources > New Resource > select the checkbox(es) for the group(s) you want to access the resource in the Authorization section at the bottom of the settings > Save.
To do this in an already existing Resource, go to Resources > View Resources > Edit pen for the resource > select the checkbox(es) for the group(s) you want to access the resource in the Authorization section at the bottom of the settings > Save.
