Yes, you can fill out forms in the Web Portal.
In the Web Portal, go to Forms > Forms Dashboard > Start a new Form.
Or Forms > Start a New Form.
A drawer will appear in the right side of the screen with the list of available form templates. Select the template you would like to use and then select Start.
