You will find Tax Settings in the Web Portal by going to the Settings cog > Accounts > Tax Rates.
OR alternatively, by going to Accounts > Tax Rates.
1. To add a new Tax Rate, select + New Tax.
2. To edit an existing one, select Edit for the target Tax Rate.
3. To delete a Tax Rate, select the checkbox and then select Delete in the actions dropdown, and then click Go.
