Yes, the quality of the images can be adapted by increasing the paper size for the PDF report.
You can change the photo sizing to A2 to increase the quality, note that this won't impact the PDF sizing (it will still print to A4).
In the Web Portal go to Forms > Existing Templates > Edit Arrow for the template > PDF > PDF Settings > select A2 from the PDF Page Size dropdown > Save Settings.
