Yes, the quality of the images can be adapted by increasing the paper size for the PDF report.

You can change the photo sizing to A2 to increase the quality, note that this won't impact the PDF sizing (it will still print to A4).

Web Portal > Forms > View form templates > Edit > PDF > PDF Settings > select A2 from the dropdown list > Save Settings.
