You are able to create a Form action to send an SMS when the form has been submitted provided the SMS credit has been activated.
In your Web Portal > Forms > Select the form you would like to have send an SMS upon submission > Edit > Actions > +New Actions > Action type: Send SMS > Filling out any relevant information > Save Actions.
